Background of the Study

Women-led non-governmental organizations (NGOs) play a critical role in advocating for gender-responsive governance, particularly in regions where women are often marginalized in political decision-making. Maiduguri Local Government Area, located in Borno State, is a region where women’s participation in politics has traditionally been limited by cultural and religious norms, as well as the impact of the insurgency that has further marginalized women’s roles in governance (Abdullahi & Jibril, 2024). Women-led NGOs in Maiduguri have worked tirelessly to bridge this gap by advocating for women’s rights, promoting gender equality, and influencing local governance to be more inclusive of women’s needs. These NGOs focus on various issues, including education, healthcare, security, and political representation. Their advocacy efforts have been crucial in pushing for gender-sensitive policies and supporting women’s active participation in local governance. The role of these NGOs in promoting gender-responsive governance involves not only lobbying for policy reforms but also providing training, capacity building, and fostering community awareness regarding the importance of gender equality in governance (Sulaiman & Isa, 2023). However, the effectiveness of these NGOs in achieving tangible gender-responsive governance outcomes in Maiduguri remains under-explored, and this study aims to examine their contributions to gender inclusivity in local governance.

1.2 Statement of the Problem

Despite the efforts of women-led NGOs in Maiduguri, there are still significant barriers to achieving gender-responsive governance. Women in Maiduguri, particularly in the context of the ongoing security challenges, face multiple hurdles in accessing political power and participating in decision-making processes. Although NGOs have made strides in raising awareness and advocating for policy reforms, the extent to which their work has influenced actual political representation and governance outcomes in Maiduguri is uncertain. This study seeks to investigate the role of women-led NGOs in promoting gender-responsive governance, assessing both their achievements and the limitations they face in influencing local governance structures.

1.3 Objectives of the Study

  1. To examine the role of women-led NGOs in promoting gender-responsive governance in Maiduguri.

  2. To assess the impact of women-led NGOs on policy reforms that support gender equality in local governance in Maiduguri.

  3. To identify the challenges faced by women-led NGOs in promoting gender-responsive governance in Maiduguri.

1.4 Research Questions

  1. How do women-led NGOs promote gender-responsive governance in Maiduguri?

  2. What impact have women-led NGOs had on policy reforms aimed at promoting gender equality in local governance in Maiduguri?

  3. What challenges do women-led NGOs face in promoting gender-responsive governance in Maiduguri?

1.5 Research Hypothesis

  1. Women-led NGOs in Maiduguri significantly contribute to promoting gender-responsive governance.

  2. Women-led NGOs have had a positive impact on policy reforms that support gender equality in local governance in Maiduguri.

  3. Women-led NGOs face substantial challenges in their efforts to promote gender-responsive governance in Maiduguri.

1.6 Significance of the Study

This study will provide valuable insights into the role of women-led NGOs in promoting gender-responsive governance, particularly in conflict-affected areas like Maiduguri. The findings will inform policymakers, NGO leaders, and gender advocacy groups about the successes and challenges of promoting gender inclusivity in governance. The research will also contribute to the academic discourse on gender and governance in post-conflict regions, providing empirical evidence that can guide future interventions aimed at improving women’s representation and participation in governance (Oladapo, 2024). By highlighting the key contributions of women-led NGOs, this study will also promote the need for further support and recognition of the critical role these organizations play in shaping inclusive and equitable governance structures.

1.7 Scope and Limitations of the Study

The study focuses on the role of women-led NGOs in promoting gender-responsive governance within Maiduguri Local Government Area. It will assess the impact of these NGOs on policy reforms, local governance, and the challenges they face in the region. The limitations of the study may include access to specific data from NGOs or local government officials due to security concerns and restrictions on information sharing in conflict zones.

1.8 Operational Definition of Terms

  • Women-led NGOs: Non-governmental organizations that are founded and led by women, with a focus on advocating for women’s rights, gender equality, and social justice.

  • Gender-Responsive Governance: Governance that acknowledges and addresses the different needs and priorities of men and women, ensuring policies and practices are inclusive and equitable.

  • Policy Reforms: Changes in the laws, regulations, and practices of a governing body, often intended to improve or address societal issues such as gender equality.
